And with Pancalli, extraordinary commissioner of the FIGC; another difficult period arrives: during serious episodes of violence following football matches, the Sammarinese manager Licursi and police inspector Raciti lose their life. And after the violence that followed the match in the Catania stadium on February 2, 2007, during the Sicilian derby between Catania and Palermo, Pancalli, with an unprecedented provision, suspends all the matches of all Italian leagues, from the A series to the youth leagues.
A man of sports, but above all, a man of doubtless human qualities, Pancalli develops his project tied with the rewriting of the Statute and the new AIA regulations, in collaboration with two vice-commissioner, Massimo Coccia and Luigi Riva.
On January 22, 2007, the extraordinary Assembly of the Federcalcio, headed by Pasquale De Lise, approved the new federal Statute: the reform regarding rules passed by a large majority and "marks an important turn" rewarding the work carried out during the previous months by the same Pancalli. The right of veto fall, and this means that the new federal president will be elected by the majority of votes expressed, without any other restrictions.
On April 2, 2007, Giancarlo Abete is elected president of the FIGC by a large majority during the federal assembly, with a coefficient of 449,94 votes out of the 461,94 corresponding to the 264 delegates who votes (5 blank cards, 2 abstained out of 271 voting).
