The Federal Council met today in the Paolo Rossi room at the FIGC headquarters in Rome. President Gabriele Gravina opened proceedings at 12:00, alongside councillors representing the various football bodies and associations: Simonelli, Campoccia, Chiellini, and Marotta for Serie A; Bedin for Serie B; Marani and Gallazzi for Lega Pro; Abete, Bazzerla, Ortolano, Pedrazzini, Fantazzini, and Tambaro for Lega Nazionale Dilettanti; Calcagno, Bernardi, Biondini, and Gama on behalf of the players; Camolese and Citta on behalf of the coaches; General Secretary Brunelli; AIA Deputy Vice President Massini; Technical Sector President Beretta; Youth and Scholastic Sector President Tisci; Futsal Division President Castiglia; Serie A Women Division President Cappelletti; and Serie B Women Division President Tinari. Councilors Gozzi, Gallazzi, Biondini, and Gama joined via video conference.
AIA PRESIDENT REMOVED FROM OFFICE AND PROPOSAL FOR ADMINISTRATION. Following the presentation of the communication from the AIA National Committee, the Council formally ratified the removal from office of AIA President Antonio Zappi, at the conclusion of disciplinary and legal proceedings that resulted in a 13-month ban.
President Gravina then thanked AIA Acting Vice-President Francesco Massini for the institutional responsibility shown during a particularly complex period, before outlining a series of political and organisational concerns currently affecting the Association. He also informed the Council that he had received a letter from representatives of the AIA National Committee — read during the meeting and formally entered into the record — which highlighted, despite the possibility of proceeding with elections, an ongoing “situation of internal uncertainty” and a lack of “calm” within a broader context of complexity, due to the “timing of the disciplinary proceedings and the subsequent electoral campaign, which would take place during a period characterised by significant operational challenges," while also calling for a “revision of the current regulations.”
In light of these circumstances, the FIGC President proposed — and the Council agreed — to place the AIA under administration in order to restore the Association’s regular functioning. The decision, however, will be conditional upon the response of the Consultative Section of the Sports Guarantee Board at CONI, which will assess the matter while also considering observations submitted by the AIA National Committee.
2025 INTERNAL AUDIT AND SUPERVISORY BODY REPORTS. The Council also reviewed the annual reports relating to the activities carried out by the FIGC Supervisory Body, including matters linked to the organisational, management and control model, the management of reports and information flows in accordance with Legislative Decree 231/2001, and whistleblowing procedures. The report of the Federal Internal Audit department, produced in compliance with legal requirements, was also acknowledged.
APPOINTMENT OF THE EXAMINATION COMMISSION FOR SPORTING DIRECTOR QUALIFICATION EXAMS. The Council also appointed the two-year examination commission for the qualification exams required to become a sporting director: Francesco Casarola (chairman), with Fabio Michele Giordano, Umberto Pallone, Antonio Massimiliano Rizzello, Giuseppe Sipone, Nicola Siggillino and Marco Zeno as members.
