The Federal Council met today in the Paolo Rossi Room at the FIGC headquarters in Rome. President Giovanni Malagò opened the meeting at 15:00 CEST in the presence of the following councillors: Simonelli, Campoccia, Chiellini and Marotta representing Lega Calcio Serie A; Bedin for Lega B; Marani and Gallazzi for Lega Pro; Abete, Bazzerla, Ortolano, Pedrazzini, Fantazzini and Tambaro for the National Amateur League; Calcagno, Bernardi, Biondini and Gama representing the players; and Camolese and Citta representing the coaches. Also present were General Secretary Brunelli; AIA Vice-President Massini; Technical Sector President Beretta; Youth and School Sector President Tisci; Futsal Division President Castiglia; Women’s Serie A Professional Division President Cappelletti; and Women’s Serie B Division President Tinari.

President Malagò updated the Council on the process of identifying the venues that will host matches at UEFA EURO 2032, which Italy will stage alongside Türkiye. In accordance with the 1 October deadline, the FIGC will submit documentation to UEFA by 30 September for the venues deemed to meet the requirements set out in the Bid Dossier. UEFA will then conduct the necessary compliance checks before the FIGC selects the five host venues. The FIGC will also continue its discussions with all the authorities and parties involved, not only those selected for EURO 2032. The aim is to support programmes for the development and modernisation of football infrastructure and facilitate potential bids to host major national and international sporting events in the future.

REGULATORY AMENDMENTS. At the request of Lega Calcio Serie A, supported by Lega B and Lega Pro, the Council approved bringing forward the opening of the second transfer window of the current season from 1 January to 28 December 2026. The FIGC will now seek FIFA’s approval for the change to take effect.

At the request of the LND, the Council also approved extending Article 52(10) of the FIGC Internal Organisational Rules (NOIF) to Serie D in cases where a city’s main club is unable to register, retaining the requirement that any replacement club enter at least two divisions lower.

The Federal Council also approved the new Club Italia regulations, introducing the roles of Federal Technical Director and Coordinator of Club Italia Youth Activity Projects.

APPOINTMENTS. Exercising the powers granted to him by the Federal Statutes, President Malagò informed the Council that, following the completion of the appointment process, he had named the following members of the Technical Sector Board, chaired by Mario Beretta: Umberto Marino, Francesco Barresi, Giuseppe Pannacci, Paolo Mangini, Gianluca Zambrotta, Giuliano Ragonesi, Francesco Perondi, Vito Tisci, Michele Affinito, Roberto Mancini, Paco D’Onofrio and Giovanni Bellosi.

The same procedure was followed for appointments to the Youth and School Sector Board, chaired by Vito Tisci. Its members are Roberto Samaden, Michele Nicolin, Gianfranco Andreoletti, Giuseppe Ruzza, Simone Perrotta (Vice-President), Sebastiano Filardo, Valentina Finzi, Massimiliano Rizzello, Antonio Scocca, Mario Beretta and Angelo Calzavacca.
